 Pat Forest consultant Patricia Forest – Consultant

Prior to joining OCS, Pat Forest served as the Public Relations/Communications Department at an educational facility in the northern suburbs of Pittsburgh.  The majority of her writing there was seen on the worldwide web and in almost all printed publications, many of which won local and national writing awards for writing and design.  Concurrently, she is a freelance marketer, editor, and writer whose work has been published in local and national magazines, on the web, and other publications.  Prior to moving to Pennsylvania, she was a news reporter and correspondent for publications in Massachusetts where she lived after growing up in Chicago. She is an occasional university guest lecturer and panel member on various aspects of the writing life, including best practices in web writing.  Pat is a summa cum laude graduate of Point Park University with a degree in Applied Corporate Communications.  A mother of two, she lives in Oakmont, Pennsylvania.
Sharon Lipscomb, Consultant Sharon Lipscomb – Consultant

Sharon Lipscomb’s grassroots experience in the field of developmental disabilities began about 20 years ago when she worked at a community ICF/MR as a direct support professional.  Her experience in the field also includes a management role in this provider organization, working for a for an Administrative Entity and employment with the Western Regional Office of Developmental Programs (ODP) for the Commonwealth of Pennsylvania.  Sharon joined the ODP Consulting System (OCS) in October 2007 and works out of PaTTAN Pittsburgh.  She has supported OCS projects including website development and maintenance, webcast production, statewide training and technical assistance, the College of Direct Support, supports coordination training and the ODP Academy.  Sharon has a Master of Social Work from the University of Pittsburgh.
 Dave Maloney, Consultant Dave Maloney – Consultant

Dave Maloney was hired as a Consultant with the ODP Consulting System (OCS) in November 2006.  Prior to his employment with OCS, Dave had 21 years of experience in human services. During his 17 years in supports coordination (SC), SC supervision and Supports Coordination Organization administration, Dave assisted in developing an early pilot for person-directed services and supervised one of five programs in Pennsylvania for people with developmental disabilities involved in the criminal justice system.  From 2003 to 2005, Dave served on state work groups recommending changes to supports coordination and Prioritization of Urgency of Need for Services(PUNS).  He has expertise in certain person-centered planning techniques, particularly PATH (Planning Alternative Tomorrows with Hope) and MAPs (Making Action Plans). As a consultant with OCS, Dave is a project co-lead for Supports Coordinator (SC) activities including development and maintenance of the SC curriculum website.  He is also the project lead for the Administrative Entity Information Center, the SC Orientation, the Electronic Resource Guide for SCs and SC Supervisors, and SC Organizations’ Leadership activities.  He lives and works in Pittsburgh.

Frank Schweigert is headquartered at the PaTTAN Pittsburgh office. He is responsible for the oversight of a number of OCS projects, including the development and maintenance of several of the online learning resources and coordination of statewide training initiatives.  Frank joined OCS in 2003.  Between 1985 and 2003, Frank worked in the community developmental disability system in several Western Region counties and has held various positions in residential and day program services, supports coordination and county administration.  He is a graduate of Indiana University of Pennsylvania and a Certified Trainer for Essential Lifestyle Planning.  Frank lives in Indiana County with his wife and two daughters.
Michelle Sullivan, consultant Michelle Sullivan – Consultant

Michelle Sullivan began working as a Consultant with the Office of Developmental Programs Consulting System in December 2009 and works out of the PaTTAN Pittsburgh office.  She supports OCS projects including document management, statewide training and technical assistance and website development and maintenance.  Previously, Michelle worked as a Consultant with the Office of Developmental Programs as the Regional Administrative Entity Oversight Lead for the Western Regional Office.  Prior to working as a Consultant, Michelle worked at Allegheny County Department of Human Services Office of Developmental Programs in a variety of roles including policy development, providing training and technical assistance to county, supports coordination and provider staff, individual support plan approval activities and other special projects.  Michelle began her career in the field of developmental disabilities as a Qualified Mental Retardation Professional in an ICF/MR setting, as well as providing oversight of day and community home settings that supported individuals with developmental disabilities through the person family directed support and consolidated waivers.  Michelle earned a Bachelor of Science degree in Rehabilitative Science from Clarion University of Pennsylvania in 1991.
Jeff Wheeler, Consultant Jeffrey Wheeler – Support Professional

Jeffrey Wheeler has been a Support Professional with the Office of Developmental Programs Consulting System (OCS) since July 2010. Prior to his employment with OCS, Jeff had 27 years of experience in human services. He began working in the field of mental retardation and child development in 1992 as a residential worker. Jeff worked as a Consultant with the Office of Developmental Programs Regional Administrative Entity Oversight in the Western Regional Office. Before  working as a Support Professional, he worked at Allegheny County Department of Human Services Mental Retardation and Developmental Disabilities offices with the role of OMR Monitoring of Counties, (OMOC).
